Dueling Visions for Minnesota: Scandinavia or South Dakota?

Elections in a purple state can give you whiplash. 

After red wave elections, we’re led by Republicans like Tim Pawlenty who push for low taxes, poor services, and culture wars.

After blue wave elections, we’re led by DFLers like Tim Walz who push for higher taxes, better services, and cultural tolerance. 

After elections with more mixed results, legislative stalemates cause us to keep the prevailing status quo frozen in place.

That makes every election cycle extremely consequential.

The South Dakota Vision for Minnesota

In 2022, a decidedly purple Minnesota – at the time, it was the only state in the nation with one chamber of the state Legislature controlled by Democrats and the other controlled by Republicans – held a particularly high-stakes election. 

If Minnesota voters had elected ultra-conservative former physician gubernatorial candidate Scott Jensen and a Republican Legislature dominated by far-right Trumpers, Minnesota would have become a conservative promised land, much like its neighbor to the west, South Dakota. 

During the campaign, Jensen and other Republicans proposed a race-to-the-bottom on taxes, including eliminating the state income tax, which would have led to dramatically worse services.  Republican spinmeisters prefer to say “smaller government,” but the reality is that it would have meant much worse services. The anti-vaxxer Doc Jensen also pledged a South Dakota-like war on public health and culture war initiatives to force conservatives’ thinking on gays, guns, God, and gynecology on all Minnesotans. 

In other words, think Kristi Noem, with a stethoscope prop.

The Scandinavia Vision for Minnesota

Fortunately, 192,408 more Minnesotans voted for incumbent Governor Tim Walz than Jensen. More surprisingly, since it was predicted to be a historically horrible year for Democrats, Minnesotans also elected narrow DFL majorities in the state House and Senate.  The all-important Senate majority is especially razor-thin at 34-33.

Walz and the DFL-controlled Legislatures are armed with a $17.5 billion budget surplus and are offering a vision that is more like a social democratic-led Scandinavian country in the 1970s than South Dakota in the 2020s:

  • Paid family and medical leave;
  • An enormous funding increase for public schools;
  • A targeted child tax credit to dramatically reduce childhood poverty;
  • Free school lunches for all students;
  • An opportunity for people without employer-based health insurance to buy into public health insurance (MinnesotaCare/Medicaid), instead of only being able to choose private insurance;
  • Down payment assistance for first-time home buyers, homelessness prevention, affordable housing, and rent vouchers;
  • A huge package to save the beleaguered childcare sector and make child care free for poor families and more affordable for middle-class families;
  • Large subsidies for weatherization, electric vehicle infrastructure, and solar energy expansion to combat climate change;
  • A range of gun violence prevention reforms, such as universal background checks, red flag laws to prevent people who could be perceived as a threat to themselves or others from getting guns, raising the legal age for obtaining military-style rifles to 21, and banning high-capacity magazines;
  • Legalized marijuana and expunged records for past offenders;
  • Driver’s licenses for undocumented immigrants;
  • Automatic voter registration;
  • Enfranchising felons who have served their time; and
  • A capital gains tax hike for the wealthiest Minnesotans.

The list goes on. Overall, think Bernie Sanders, with a Fargo accent.

This is the most dramatic swing of state policy in my lifetime, and perhaps in the history of the state. And if somebody you may have never heard of, Judy Seeberger (DFL-Afton), had received just 322 fewer votes in her state Senate race, most of those changes would never have been possible. Without Seeberger’s handful of votes in the eastern suburbs of the Twin Cities metropolitan area, Minnesota would still be stuck in limbo between the South Dakota vision and the Scandinavia vision. 322 votes.

“No New Taxes” Is The Real Winner In Minnesota’s 2019 Legislative Session

Today in its lead front page story, the Star Tribune trumpeted Governor Tim Walz as the triumphant victor in the recently concluded legislative session.  But the truth is, the real victor looks more like conservative devotees of a “no new taxes” pledge.

For many years, former Governor Tim Pawlenty and the Minnesota Taxpayer’s League’s David Strum enforced strict adherence to a “no new taxes” pledge, even during many years when lawmakers were struggling with huge budget shortfalls. Though Pawlenty and Strum are no longer players, and conservatives have a weaker bargaining position now than they had in those days, Pawlenty’s “no new taxes” position still somehow bested Walz’s “many new taxes.”

  • No Gas Tax Increase. Governor Walz wanted a large gasoline tax increase. He didn’t get half of what he recommended.  He didn’t get one-quarter.  He got no increase. Zip.
  • Income Tax Cut.  Walz wanted to preserve the status quo on state income taxes. That didn’t happen either.  He got a cut instead.
  • Provider Tax Cut.  Walz desperately wanted to keep the provider tax at the same 2.0% level it has been for years.  He got a 10% cut in the tax instead, to 1.8%.
  • Overall Revenue Cut.  Overall, Walz wanted to raise much more revenue to deliver much improved services.  Instead, he got lower overall revenue.  As a result, he was forced to dramatically scale back his agenda and a dip into the state’s rainy day fund to balance the budget, a fiscally irresponsible move that DFL former Governor Mark Dayton strongly opposed.

A Walz Win?

With all of this Walz losing on the taxation front, how can Walz be crowned the session’s big winner?

The Star Tribune sees it this way:  First, Walz kept legislative overtime to a minimum by capitulating to Republican demands early and often.  They seem to put an inordinate amount of value on ending on-time. Second, interest groups who either oppose taxes or support Walz declared him a great guy.  Third, Walz declared himself victorious, during a news conference in which he made a touchdown signal.  And, duh,everyone knows losers don’t make touchdown signals.

“No New Taxes” Leads To Dozens of Losses

To be fair, the Strib did acknowledge, in the 23rd paragraph where few readers read, that Walz lost on the revenue side of the ledger:

“Still, the cut in the health care tax, coupled with a middle income tax cut of 0.25%, means state government gets less money than if current taxes had stayed in place. On that, Republicans could claim victory too.”

But here’s the thing:  “No new taxes” is not just one individual issue that is equivalent to other individual issues debated at the Capitol.  Pawlenty and Strum understood that very clearly.  They understood that winning on “no new taxes” meant stopping progressives from making progress on dozens of issues.

That’s exactly what happened in 2019.

Without more revenue, Walz-backed improvements in roads, bridges and transit became impossible.

Without more revenue, the large House-passed increases for k-12 education became impossible.

Without more revenue, restoring the Pawlenty-era social services cuts became impossible.

The point: When Tim Walz lost on “no new taxes,” he didn’t lose on one issue.  He effectively lost much of his policy agenda.

Walz Reluctant to Use Negotiating Advantage

State budget negotiations can be thought of as a three-legged stool, with one leg controlled by the House, one by the Senate, and one by the Governor.  DFLers currently control two-thirds of the legs — the House and the Governor’s office — and Republicans only have one of the legs, with a narrow majority in the Senate.  This means DFLers should have an advantage in budget negotiations.

But to tap into that negotiating advantage and move a progressive agenda forward even just a little bit, Governor Walz needed to hold firm, and probably go into legislative overtime.  I understand that’s not a pleasant proposition for an affable fellow like Walz, but my guess is that a more progressive and fiery Governor Erin Murphy would have been willing to do that.  Governor Tim Walz was not.

If that “no new taxes” trend continues over the next three years, the Walz era may not be as different from the Pawlenty era as progressives like me had hoped.  Somewhere I have a suspicion that David Strum and Tim Pawlenty are smirking to themselves.

Farewell Mark Dayton, The Un-Politician

As we count down Mark Dayton’s final days as Governor of Minnesota, it’s worth reflecting on one of the more peculiar figures in recent Minnesota political history.

If mad political scientists had set out to create the perfect politician, rest assured it would look nothing like Mark Dayton.

In a profession where optimism sells, Governor Eeyore came across as perpetually gloomy.

In a job where gregariousness and charm are needed to build winning coalitions, Dayton wasn’t very willing or able to glad-hand with legislators or other power brokers.

In a business where glibness is an invaluable asset, Dayton was often difficult to understand and unpersuasive in his speaking style. (Some of this may have been due to an underlying health issue, but the political challenge remains.)

In a grueling endeavor where energy and stamina are needed, Dayton’s chronic health issues have slowed him in his job and on the campaign trail.

And in a job where charisma often wins converts, Dayton possessed all the charisma of a lump of lutefisk.

Poor Governor Dayton. He lacks the hard-wired optimism of Hubert Humphrey, charm of Tim Pawlenty, glibness of Norm Coleman, energy of Paul Wellstone and charisma of all of the above.

But somehow, some way, Mark Dayton became a successful Governor.

He raised taxes on the wealthiest Minnesotans and increased the minimum wage without crashing the economy, as his conservative critics had promised would happen.

He expanded Medicaid and faithfully implemented the Affordable Care Act (ACA), which led to Minnesota having the best rate of health insurance coverage in state history, and one of the best in the nation.

He paid back millions that Pawlenty had borrowed from schools, and increased investments in them.

He refused to use the budget gimmicks Pawlenty employed to avoid tough choices, which helped end Minnesota’s long run of budget shortfalls, and allow Minnesota to earn a coveted AAA bond rating, which will save taxpayers millions in future years.

While implementing these progressive policies, Minnesota’s economy has boomed, outperforming the national economy and the economy that conservative Governor Scott Walker built in neighboring Wisconsin.

It also should be noted that Dayton’s family inheritance made it possible for him to self-fund his rise to political power. Ordinary people with Dayton’s political disabilities could not have achieved what Dayton did in his career.  That’s a problem for our democracy.

But the fact remains, Dayton achieved all of this without a lot of political talent. He mostly accomplished those things due to his decency, candor, policymaking expertise, disciplined focus, and commitment to doing the right thing for vulnerable Minnesotans and our common good.

In the end, I’d take those things over all the optimism, glibness, gregariousness, energy, stamina and charisma in the world. Somehow, Dayton the un-politician made it work.

MN GOPers Aren’t the Health Care Saviors They Claim To Be

Exuberant Minnesota Republicans seem to think they have a winning health care issue for the 2018 election season–reinsurance. And they do deserve a great deal of credit for helping to enact a state reinsurance program that is reducing premiums for Minnesotans in the individual market. The individual market is for the 162,000 Minnesotans who can’t get insurance from their employer or the government.

While their claim that premium increases in 2016 and 2017 were due to DFL policies is ridiculous, it is true that the Minnesota reinsurance program they helped pass is helping those consumers. As the Star Tribune reported:

Jim McManus, a Blue Cross spokesman, said that were it not for the state’s reinsurance program, the carrier’s Blue Plus HMO would be seeking an average individual market premium increase of 4.8 percent as opposed to the 11.8 percent decrease cited Friday by Commerce

Impressive, and Republicans deserve credit for this.

The Rest of the Story

But as Ricky Ricardo would say, before Minnesota Republicans can credibly brand themselves health coverage saviors, they still have some splainin to do.

Why Not National Reinsurance? First, they need to explain why their party – in complete control of the U.S. Senate, U.S. House and the Presidency and entire U.S. Executive Branch of the federal government – doesn’t enact reinsurance to help all Americans. Because of economies of scale and the need for market consistency, a national reinsurance program makes much more sense than a hodgepodge of variable state programs.

Moreover, if stabilizing the market and helping consumers pay less is good for Minnesotans, wouldn’t it be even more awesome to do that for all Americans?  That’s likely why 75% of Americans support enacting reinsurance at the national level.

Why Sabotage the ACA?  So why aren’t Rep. Erik Paulsen, Rep. Jason Lewis, Rep. Tom Emmer, Jeff Johnson or former Governor Tim Pawlenty pressing for reinsurance at a national level? Because they and their White House puppet master would rather sabotage the remarkably effective Affordable Care Act (ACA) than improve the ACA to help American families.

The list of things Trump and his congressional Trumpbulicans are doing to irresponsibly sabotage American families benefiting from ACA protections is long and breathtakingly irresponsible.  This is hurting tens of millions of struggling Americans.  Republicans are ignoring the 71% of Americans who say the Administration should do all it can to make the the ACA work, compared to just 21% who support efforts to make the ACA fail and replace it later.

Why Oppose Adding A MinnesotaCare Buy-in Option?  The other thing Republicans boasting about the state reinsurance bill need to explain is this: Why aren’t they supporting giving the 162,000 Minnesotans in the individual market a MinnesotaCare buy-in option?

The MinnesotaCare buy-in option would achieve much of what Republicans profess to support — more plan and doctor choices for consumers in sparsely populated areas, guaranteed coverage for all Minnesotans in sparsely populated areas, and more competition to control prices.

The fact that Minnesota Republicans won’t support the common sensical MinnesotaCare buy-in option proposal, won’t push for a national reinsurance program, and continue to actively sabotage the ACA makes their gloating about being health care saviors ring very hollow.

All Hail The Return Of Sir TPaw!

Who is that gallant knight gliding o’er the horizon on his white steed? Come hither good people of the frozen Kingdom of Minnesota! All hail the return of Sir TPaw!

Forsooth, the brave knight’s pinstripe Stuart Hughes Diamond Edition suit of armor is overflowing hither and tither with gold lavished upon him by the robber barons of Wall Street.

After being left for dead in the Battle of Iowa, the bloodied knight hath been highly rewarded by the gentry for pillaging the lowly wind-sucking peasants, and for bestowing further riches to their rightful place in the palaces of Edina, Wazyata, Eden Prairie and Minnetonka.

Sir TPaw returneth to overthrow King Dayton and his would-be successors! He is returning to save Minnesotans from the current ravages of historically low unemployment, progressive taxation, services for the peasantry, and a steady stream of national kudos.

Prithee, Sir TPaw, restore us to the glory days of a “no new taxes” troth, budget gimmicks, lower taxes for the upper classes, fewer alms for the commoners, “borrowing” from classrooms, and chronic budget shortfall crises.  (Not to mention your “red hot smokin'” Lady!)

Aye, his beauteous mullet hath been shorn in the c-suite battlefields. But perchance it too shall soon be returned to its past glory?

Gramercy Sir TPaw! How fortunate we all are to once again grace your now wealthier — and, if we may say so, oh-so-presidential — shadow! Dilly, dilly!

But wait! Nay, why o why is thy Kingdom of Minnesota not rising up in rapture and adoration for the newly enriched Sir TPaw riding in on his white steed? The well-born are pitchkettled!  This is utter woodness!

With a Budget Surplus, GOP’s Across-the-Board Cuts Is Not “Kitchen Table Budgeting

Cursor_and_kitchen_table_budgeting_-_Google_SearchRepublicans — ever eager to show they are in touch with the values of ordinary Minnesotans — are very fond of drawing analogies between household budgeting and government budgeting. Former Governor Tim Pawlenty was especially keen on talking about the virtues of “kitchen table budgeting.”

In front of the camera’s, Pawlenty would play the well-rehearsed role of Stern Daddy, saying things like, “when Minnesota families are sitting around the kitchen table making their budgets, they make the tough cuts to balance their budget, and the Legislature needs to what those Minnesota families do.”

Actual Kitchen Table Budgeting

There are a lot of things that are silly about the Republicans’ “kitchen table budgeting” analogy, foremost among them that many families don’t balance their family budgets.   The dirty little secret is that we ordinary families are not quite as financially virtuous as the pandering pols make us out to be.  This from Bloomberg news:

Household borrowing surged in March at the fastest pace since November 2001 as financing for automobiles picked up and Americans’ outstanding credit-card debt soared.

The $29.7 billion increase, or an annualized 10 percent, exceeded the highest estimate in a Bloomberg survey and followed a revised $14.1 billion gain the prior month, Federal Reserve figures showed Friday. Revolving credit, which includes credit-card spending, posted the biggest annualized advance since July 2000.

Political rhetoric aside, the data show that families are borrowing at record rates rather than balancing their budgets.  So ordinary families may not be the right role models for our leaders.

Across-the-Board Cuts?

This year, Republicans in the Minnesota Legislature are proposing to slash state government spending, by 10 percent across-the-board.  This is not the way ordinary families budget at the kitchen table: “Okay sweetie, here are all the bills. Just lop off 10% of what we pay next year for the mortgage, car, RV, boat, snowmobile, cabin, cable, cell phone, utilities, health insurance, groceries, medicines, vacation fund, the college fund, the retirement fund, rainy day fund…”

Instead, families set priorities and cut accordingly. They say things like, “Well, we gotta keep the household running smoothly, and have a household safety net in case of an emergency, so we can’t cut these things.  Sending the kids to college is really important to us, so we can’t skimp there. But I guess we can do without a vacation, a car for the teenager, and premium cable.”  In other words, they reflect on their values, set spending priorities accordingly and cut spending surgically, not across-the-board.

Non-Crisis Family Budgeting

Cursor_and_Price_of_Government_as_of_End_of_2014_Legislative_SessionMore to the point, families typically don’t cut the family budget — across the board or otherwise — when the family finances are stable or improving. I promise you, this is not heard at very many kitchen tables: “Okay sweetie, we’re financially comfortable and stable right now, but let’s cut the household budget deeply anyway!”

The State of Minnesota is not in a crisis.  Our finances are currently sound, with a $1.65 billion budget surplus for the next two years. In contrast to the Pawlenty-era, when budget shortfalls were the norm, Governor Dayton required the wealthy to pay their fair share of taxes, and the state has been on solid fiscal footing ever since. Moreover, the “price-of-government” — Minnesota state and local government revenues as percentage of personal income — is currently relatively low.

So, why cut state spending at all? Did we suddenly come to the realization that Minnesotans need 10 percent less education?  Compared to the past, do we really think Minnesotans need 10 percent less roads, transit, human services, public health protection, environmental protection, economic development, and public safety? If not, then why in the world would we slash all of those vital services by 10 percent, at a time when we have a large budget surplus and the price of government is lower than historic averages.

After all, it’s certainly not what Minnesotans would do at the kitchen table.

Will Minnesotans Elect Another Grumpy Gus Governor?

grumpy_governorsA steady stream of candidates for the 2018 gubernatorial race will soon be emerging. Often “past is prologue” in politics, so we might want to consider the type of leader Minnesotans have preferred in our recent past.

Over the last quarter century, Minnesota general election voters have chosen Mark Dayton, Tim Pawlenty, Jesse Ventura and Arne Carlson to govern their state. While there are many differences between those men, I would submit that the psychographic common denominators for those successful gubernatorial candidates are:

  • They were all a bit cantankerous
  • They all stressed fiscal management
  • All but Ventura were policy wonks

(They also were all white dudes, but that’s a different post.)

Surly Fiscal Manager seems to have been the job title that Minnesota general election voters have tended to have in mind.  They chose a Grumpy Gus in green eyeshades to manage state government. Their most recent pick — a former State Auditor who has never been known for being cuddly or a stemwinder on the stump — certainly fits that profile.

Meanwhile, the narrow group of DFL caucus fetishists tend to swoon for politicians who have a very different kind of profile. They get energized by partisan cheerleaders/jeerleaders who pledge fealty to unions and other lefty interest groups and  propose significant expansion of government services.  While DFL caucus goers gravitate toward a firery cheerleader – “the next Wellstone” — general election voters seek a comptroller, someone to hold the extremists at bay and ensure state expenditures and revenues are prudently managed.  That may have been why Mark Dayton decided in 2009 to bypass the DFL caucuses and go to the much broader base of primary voters.

There are no ironclad political rules that will never be broken, and this is just a trend, not an ironclad rule.  But this tendency of general election voters does seem like something that should be pondered by DFL kingmakers.

Tim Pawlenty: “Health Care Policy All-Star?”

Former Minnesota Governor Tim Pawlenty is being featured as a “health policy all-star” by the University of Minnesota’s Humphrey School of Public Affairs. No, I’m not kidding.

The University event is celebrating the accomplishments of a 2008 Healthcare Transformation Task Force that happened during the Pawlenty years.   Governor Pawlenty is the keynote speaker.  The invitation portrays the Pawlenty years as a time when there was less intense partisan disagreement. Again, not kidding.

Health care policy has generated intense partisan disagreement over the past 5 years. The acrimony has been a sharp departure from Minnesota’s long tradition of collaboration among Democrats and Republicans and across the business, non-profit, and public sectors.

I’m not all that familiar with the Task Force’s work, but I’m sure it made excellent health care policy contributions.  It’s very worthwhile to recognize and reflect on that work, and I applaud the University’s Humphrey School for doing that.  If you’re interested in health care policy, I’d encourage you to attend the event.

But perhaps the Humphrey School should also invite the community to reflect on some of the big picture differences between health care in Minnesota under the Pawlenty-era policies versus health care in the post-Pawlenty era.  Minnesotans should reflect on the dramatic health care improvements that have happened despite Governor Pawlenty, rather than because of him.

The Good Old Days

Ah 2008, those certainly were the good old days of Pawlenty era health care in Minnesota, back when the rate of health uninsurance was 9.0 percent. In contrast, in the post-Pawlenty era, the rate of uninsurance under Governor Dayton has declined to 4.9 percent, the lowest point in Minnesota history.

This happened largely due of the success of the ACA reforms that Governor Pawlenty persistently and bitterly opposed.  For example, in 2011 Governor Pawlenty revved up a Conservative Political Action Committee (CPAC) audience with this simplistic barn burner:

The individual mandate in ObamaCare is a page right out of the Jimmy Carter playbook. The left simply doesn’t understand. The individual mandate reflects completely backwards thinking. They, the bureaucrats, don’t tell us what to do. We, the people, tell the government what to do!

We’re blessed to live in the freest and most prosperous nation in the history of the world. Our freedom is the very air we breathe. We must repeal Obamacare!

Do you see how much less “intensely partisan” health care policy was five years ago under Governor Pawlenty?

hqdefault_jpg__480×360_Oh and then there was that super nonpartisan time when Governor Pawlenty, who was preparing to run against President Obama, enacted an executive order to ban Minnesota from accepting any Obamacare-related Medicaid funding to provide health care coverage for 35,000 of Minnesota’s most vulnerable citizens. As the Star Tribune reported at the time, even Pawlenty-friendly health industry groups reacted to the highly partisan and punitive Pawlenty ban with unified expression of strong disapproval.

In a rare and unusually sharp statement, heads of Minnesota’s most influential medical associations said Pawlenty’s step contradicts his earlier embrace of state health care legislation. “The governor’s decision just doesn’t make sense for Minnesotans,” the Minnesota Council of Health Plans, the Minnesota Hospital Association and the Minnesota Medical Association said in a joint statement late Tuesday.

The Post-Pawlenty Health Policy Era

When Governor Dayton took office, he promptly reversed this Pawlenty ban to ensure that 35,000 low-income Minnesotans could get health care coverage.  Governor Dayton took a lot of heat for that decision, but this move started the process of driving down the state’s uninsured rate, a trend that has continued throughout the Dayton era.

In more ways than many citizens realize, Minnesota has benefited enormously from the ACA reforms that Pawlenty politicized and obstructed.  According to the federal Department of Health and Human Services:

  • 64,514 Minnesotans have gained Medicaid or CHIP coverage
  • 1,465,000 Minnesotans with private health insurance gained preventive service coverage with no cost-sharing
  • Over 2 million Minnesotans are free from worrying about lifetime limits on coverage
  • As many as 2,318,738 non-elderly Minnesotans have some type of pre-existing health condition, and no longer can have coverage denied because of that condition

Yes, those Pawlenty years, when the Governor was fighting to keep Minnesotans from enjoying all of these ACA benefits, certainly were the good old days of health care policy.  “Health care policy all-star” indeed!

How DFL Legislators With Only 29% Voter Approval Could Win in November

Minnesota_Legislature_-_Google_SearchDFL state legislators are an awfully unpopular bunch. According to an August 2015 Public Policy Polling (PPP) survey of registered Minnesota voters, only 29% have a favorable view of DFL state legislators, while 49% disapprove. Not many candidates with 29% approval ratings get reelected.

Still, DFL legislators may manage to do well in the November general election, due to at least five factors.

More DFLers voting. First, DFL turnout should be much higher in this presidential election year than it was in the 2014 midterm election. Historically, presidential year electorates tend to be more favorable to Democrats than mid-term year electorates. That historical trend is somewhat in question this year, with Democratic front-runner Hillary Clinton proving to be particularly uninspiring to her base in the primary season and Republican front-runner Donald Trump proving to be particularly inspiring to his base. But traditionally presidential elections have high Democratic turnouts, and Trump-fearing Democrats – particularly women, communities of color and new immigrants – have a particularly compelling reason to vote in 2016.  That should give a big boost to Democratic state legislative candidates.

No catastrophes. Second, DFL legislators haven’t imploded. So far, there are no big DFL-centered scandals, like Phonegate or leadership sex scandals. There also is no particularly controversial issue, like a large tax increase on the masses. The construction of the Senate Office Building probably still has some demagogic appeal, but that doesn’t seem like a significant political albatross at this stage.

Happy days are here again. Third, it’s the economy, stupid. Fortunately for DFL legislators, Minnesota’s economy is quite strong. Seasonally adjusted unemployment is only 3.7%, while the national rate is 5.6%. Under Republican Governor Tim Pawlenty, Minnesota had a steady stream of budget shortfalls.  Under DFL Governor Mark Dayton, Minnesota has enjoyed budget surpluses the last several years, while 19 states still have had budget deficits despite a relatively strong national economy. Republicans promised Minnesota voters that DFL proposals to increase taxes for the wealthiest and the minimum wage for the poorest would surely decimate Minnesota’s economy. That simply did not happen, robbing conservatives of their most compelling criticism of Democrats – that they can’t manage the economy.

Bully pulpit in DFL hands. Fourth, DFLers control the Governor’s bully pulpit.   A relatively popular Governor Mark Dayton (47% approval) can use the bullhorn and large audiences that come with his position to make the case for DFL achievements and legislators. So can other popular prominent statewide elected DFLers, such as Senators Al Franken (48% approval) and Amy Klobuchar (55% approval).   Governor Dayton is certainly no Tim Pawlenty out on the stump, but he is in a strong position to help drive a strong unified message about DFL legislators’ accomplishments.

Republicans are even less popular. Finally, and most importantly, DFL legislators’ 29% approval rating looks pretty awful, until you put it alongside GOP legislators’18% approval rating. Then it looks nearly stellar.  To put that 18% approval rating in context, a disgraced President Richard Nixon had a 24% approval rating when he was forced to resign due to the Watergate scandal. With 63% of Minnesota voters disapproving of the job being done by Republican legislators, the slightly less disrespected DFL legislators would seem to have a shot at winning some elections this fall.
